Because the government doesn’t have anything better to do...

All it needs is the President’s signature, and the Family Entertainment and Copyright Act will become law. Amazing. Under this law, anyone who places a “copy of a film, software program or music file in a shared folder and should have known the copyrighted work had not been commercially released” would be a federal felon, and would face up to three years in prison and fines of up to $250,000. No one even needs to download said file.
